ICTs may be able to help with service delivery, learning and wider regeneration activities - as well as enhancing the effectiveness of individuals, groups, businesses. This involves action in neighbourhoods and networks.
Action will require public, private and non-profit partnerships in order to address the delivery dilemma of trying to do things, fast, everywhere, and tailored to local needs.
Applying ICTs means moving up the ladder of awareness, access, applications and content.
